Floyd County Board of Supervisors Workshop Meeting

May 15, 2006, 9:00 AM


The Floyd County Board of Supervisors met for workshop at 9:00 a.m. on Monday, May 15, 2006 in the Board Room of the Floyd County Courthouse with the following in attendance:  Chairman Staudt. Supv. Dunkel, and Supv. Enabnit.

Enabnit/Dunkel moved to approve the agenda as presented.  Motion carried 3-0.

Supv Dunkel provided copies of diagrams for Hwy 18/218 intersection at Floyd from the public information meeting last Thursday.  It was suggested that this information be posted on the walls outside the Auditorís office.

Ken Mahler, Emergency Management Director, and Mike Wendel, CC Police Chief, provided a proposal for equipment and installation of equipment for the Floyd County Emergency Operating Center.  Equipment and installation money is available through a Homeland Security grant.  The Dispatch Center will use the equipment as needed with the city paying for maintenance, upgrades, antivirus protection, and minor repairs to the equipment, as well as insurance for the equipment while it is on the premises of the Charles City Police Department.  Mahler and/or Wendel will prepare a letter of understanding for the Board to take action on at the next regular Board meeting. 

The Board received Ken Mahlerís resignation as the Coordinator of the Floyd County Emergency Management Agency effective June 30, 2006.  Supv. Dunkel will set up a meeting with the Emergency Management Board to proceed with filling this vacancy.

Jeff Sherman, Zoning Administrator, and the Board discussed the DNRís decision to decline Balsam Coopís construction permit application for a confinement feeding operation.  Balsam Coop is looking at rescoring the matrix and resubmitting it to the DNR prior to May 24, 2006.

Sherman discussed the possible issuance of a conditional use permit for the Greene Coop who would like to do anhydrous distribution in Floyd County.  The applicant mentioned he had been told by the DNR that the Board needs to have this on their agenda.  Sherman will visit with the DNR about the Boardís requirements.

Supv Dunkel and the Auditor met Randy Gilbert, Gilbertís Sale Yard, at the DHS garage last Tuesday.  Gilbertís will have some items on an estate sale on May 18 and the rest on a machinery sale on June 5. 

The Board and the Auditor discussed compensation for precinct election officials for the primary election, FY07 and FY08.  Action will be taken at the next regular meeting.

Future agenda items:  nothing discussed.

A motion was made by Supervisor Dunkel and seconded by Supervisor Enabnit to adjourn.  Motion carried 3-0.
